During World War I, every man between the ages of 18 and 45 was required to register for the draft. These are men born between about 1872 and 1900. Here is a list of the draft cards I have. Send me your email address if you want any of them. These are digitized at Ancestry.com. If you want me to look up a draft card for you, let me know the name and approximate birth date.

Do you have a little more information? Do you know when he was born and where he may have been living in 1917-18? I couldn't find anything about Brown Owl or Brown.
