Is this the correct way you copied it?
Caga-ca-icy...the icy part is not right. I would think it to be like: ici-ye.(ichi-ye) ch sound.
Sounding it out: the Ca would be Cha...the ga part would be ga as in got...got some milk?The i as in e sound...ichi-ye...where to look? Dakota dictionary book would be nice to have about now.

I have a dictionary, but the name as spelled could not be found. I believe that there is a misspelling too.

THIS NAME IS CORRECTLY TRANSLATED...BUT HAS SPELLING PROBLEMS(WHO'S TO SAY WHAT THE SPELLING SHOULD BE???)...
IT IS CORRECT!
TUNKANTOICIYE=BLUE STONE (STONE THAT PAINTS ITSELF BLUE)
TUNKAN=STONE TO=BLUE ICIYE=IT PAINTS ITSELF OR IT IS COLORED
AND THEN WE HAVE CAGAICIYE=LITERALLY TRANSLATED AS IT PAINTS ITSELF COLD...
CAGA=ICY, COLD ICIYE=IT PAINTS ITSELF....OR IT IS...
CA'-GA-S'E=ICY(LITERAL TRANSLATION)
S'E=IT IS...SHORT FOR ICIYE=IT IS
